With Australia facing a growing shortage of aged care workers, the government has introduced a Labour Agreement pathway making it easier for care workers and assistants (not just registered nurses) to live and work in Australia permanently.
Why Aged Care is a PR Priority
At the moment, Australia really needs more aged care workers which is why it’s becoming one of the more realistic and talked-about options if you’re aiming for PR in 2026. Aged care is a priority because:
- Ageing population: Demand for residential and home care services is at an all-time high.
- Government support: Aged care is listed as a national priority sector, with expanded funding and migration concessions.
- Skill shortages: Providers urgently need qualified care workers, opening doors for international professionals.

Key Requirement: Employer with Labour Agreement
This is the MOST IMPORTANT condition.
You can only apply if:
- Your employer is approved under a Labour Agreement
- They are willing to sponsor you
If your current employer does NOT have this agreement, you will need to find another aged care provider who already has one
Tip
Employers already on Labour Agreements are far more likely to sponsor candidates.
Eligibility Criteria for Aged Care PR Pathway
You must meet the following eligibility for you to apply under this pathway. Note that these eligibility changes over time. You always have to double check.
1. Qualification:
- Certificate III or IV in Individual Support (Aged Care) or an equivalent qualification from overseas with relevant work experience (subject to employer and visa requirements).
2. Work Experience:
- At least 1 year of relevant experience (if not studied in Australia)
3. English Requirement:
- Lower English requirements compared to other skilled visas
4. Employer Nomination:
- Must be nominated by an employer with a Labour Agreement
The Visa Process: Step-by-Step
Step 1: Employer Gets Labour Agreement
Employer proves:
- Genuine shortage of local workers
- Industry consultation completed
Step 2: Nomination by Employer
Employer must:
- Offer full-time employment
- Show they couldn’t find an Australian worker
Step 3: Apply for Work Visa
Apply for Subclass 482 Visa (Labour Agreement Stream)
- Visa cost is approximately AUD $3,300+ (subject to change)
- Employer nomination cost applies
Step 4: Work in Australia:
- Work for minimum 2 years
Step 5: Apply for PR:
After meeting eligibility requirements (typically around 2 years), you may be eligible to apply for PR under the Subclass 186 Visa subject to employer nomination and visa criteria.

Salary Concessions (Big Advantage)
Under Labour Agreements:
- Salary concessions may apply and that can allow wages below the standard TSMIT of $76.515 depending on the agreement. Note that TSMIT will increase soon to $79.499 on 1st of July 2026
- More realistic for aged care industry wages
This makes it easier for employers to sponsor candidates.
Important Tips to Get Sponsored Faster
- Work with the employer for at least 6 months before sponsorship
- Be physically present in Australia if possible
- Gain local experience in aged care
- Target employers already approved under Labour Agreements
Employers are unlikely to sponsor:
- Candidates overseas with no experience
- Applicants they haven’t worked with

Many applicants assume they can apply for PR directly without employer sponsorship. However, this pathway is employer-driven and requires a Labour Agreement provider. Another common mistake is when applying from overseas without relevant aged care experience which significantly reduces sponsorship chances. The candidates with local experience and employer relationships are typically prioritised.
