Students applying to these schools or from higher-risk countries face stricter requirements and need to provide more evidence to support their application. They have the most stringent requirements.

 

What’s Changed Recently?

In 2025, the Department of Home Affairs made some significant updates. For starters, education providers were reclassified based on a range of immigration-related metrics like visa refusal rates and compliance histories. Some schools that used to sit pretty in Level 1 got bumped to Level 2 while others worked their way up from Level 3 to a better position. 

 

But it’s not just about the schools; countries were reassessed too. For instance, students from certain low-risk countries now benefit from a smoother application process even if they’re applying to higher-risk institutions. It’s all about striking a balance making it easier for genuine students while protecting against fraud or misuse of the visa system.

 

It’s also worth mentioning another recent update too: all student visa applications must include a Confirmation of Enrolment (CoE); and the Genuine Temporary Entrant (GTE) requirement has been replaced with the Genuine Student (GS) requirement. Plus, there’s now a cap on international student enrollments. So it’s more competitive to secure your spot at Australian institutions.

If you’re headed to a Level 1 provider and come from a country with a solid visa record, congrats! You’ll likely breeze through the process with minimal paperwork. But if your chosen school falls into Level 2 or 3 or if your country’s visa history raises eyebrows, be prepared to submit extra proof like bank statements or an English proficiency test.
