What Changed on 2 October 2026?
The Department of Home Affairs introduced new Student visa (subclass 500) rules from 2 October 2026. Most temporary visa holders, including Working Holiday holders, can no longer lodge a Student visa application while in Australia. The exemptions Home Affairs lists are set out in its decision tree below.
In practice, this means:
- You lodge your application from outside Australia.
- You stay outside Australia until the visa is granted.

Your New Study Options
- Short study on your Working Holiday visa. Working Holiday conditions generally allow up to four months of study or training. This suits short courses.
- A longer course on a Student visa. You apply from outside Australia. Leaving Australia can affect your current visa, work rights and ability to return, so check your conditions before you travel. A registered migration agent can review your situation.
- Family members. Student visa applicants generally cannot include partners or children unless an exemption applies. Check this early if you plan to study with family.
Applying for a Student visa does not guarantee a grant. Every application is assessed individually, and outcomes depend on meeting all requirements.

Please note that while there’s potential in getting a student visa, your visa switch application doesn’t immediately mean that it’s going to be approved. Every submission goes through a meticulous process and doesn’t guarantee a visa grant, but applying for one is definitely worth it.

The Enrolment Process
What’s the pathway to getting in your chosen course & school?
Enrol - Apply - Pay - Receive
Enrol
You’ll be filling up an enrolment form with Pathway to Aus and provide the requirements to your Education Agent or chosen school. These include:
- Passport
- IELTS or PTE (if required)
- Previous Academic Certificates
- Personal statement or Genuine Student (GS) Statement
Apply
Submit all the necessary paperwork needed. A gentle reminder: once you’ve enroled in the course in Australia, you are required to apply for a Student Visa application.
Pay
Settle all the fees. With enrolment, you have the option of either settling the fees already or scheduling your payment terms.
Receive
The school will be issuing a Confirmation of Enrolment that affirms your registration in the institution. This document also serves as a mandatory document needed in your Student Visa application.

Does the new rule apply to applications I lodged before 2 October 2026?
Generally not. Home Affairs says applications lodged before that date are assessed under the rules in place when they were lodged. Check the Student visa fact sheet for your situation.
Does the rule affect people who already hold a Student visa?
Current Student visas are not affected. Study Australia states that the changes do not affect current Student visas, although some Student visa holders applying for another Student visa may need to meet an exemption.
Can I bring my partner or children on a Student visa?
Generally not, unless an exemption applies. Exemptions include PhD study, DFAT or Defence sponsorship, certain foreign government scholarships, and eligible students from Pacific or ASEAN countries. Family members cannot be added after the visa is granted.
Can I do a short course on my Working Holiday visa instead?
