The Offshore Application Process
Choose a Course and Get a CoE
Select a course with a CRICOS-registered education provider and obtain a CoE. When you lodge from offshore, you do not need to study at a higher level than your previous qualification. If you hold a Bachelor’s degree, you may still apply for a Diploma. Explain your reasons in your Genuine Student statement.
You may see a “higher AQF level” exemption in Home Affairs guidance. That is a separate rule. It allows some current Student visa holders to apply for their next course while in Australia. It does not apply to 485 holders.

Leave Australia Before Your 485 Visa Expires
Depart before your 485 expires, not after. Home Affairs states that a re-entry ban may apply if you overstay your visa by more than 28 days. It usually lasts up to three years. Plan your departure date together with your course start date.

Lodge Your Student Visa Application From Offshore
Once you have left Australia, lodge online through ImmiAccount. Include your CoE, evidence of financial capacity, proof of English proficiency and your Genuine Student statement. Any family members included must be in the same location as you when you lodge.
Wait for a Decision, Then Travel to Australia
Student visa applications lodged outside Australia from 14 November 2025 are processed under Ministerial Direction 115. Processing priority depends on your course type and whether your provider has reached its enrolment allocation. Priority does not affect whether your visa is granted. Home Affairs publishes a processing time guide. It is an indication only, not a decision date. Stay outside Australia until your visa is granted, then travel to Australia.
